Thanks for your question Ashley. John Penn, Signer of the Declaration of Independence from North Carolina, was born near Port Royal in Caroline County, Virginia, on May 17, 1741.

John Penn is known for signing the Declaration, but also for his activities on North Carolina's powerful Board of War. In this position he was responsible for procuring weapons for the Continental Army. He was given complete control of the State of North Carolina when General Charles Cornwallis invaded the state and he played a pivotal role in Cornwallis' defeat at Yorktown, Virginia due to his success in arming the colonists.
